Can someone tell me two basic issue on theories of industrial relaitons?

Well, there is the Marxist perspective. Under this theory all the resources are allocated to the workers who in turn decide how to manage the resource as a collective. The other major theory is the pluralistic ones, which resembles capitalistic system where few selective individuals decide how to operate and allocate the resources. There are both good and bad qualities in both the theories and people have been arguing over these two theories since the late 19th century.
