Are there any developed countries that are underindustrialized?

Yes, they are called third world.
I can not think of any country that is both developed and without industry. Even city states like Singapore that are actually commerce stations have substantial industry.
Some countries that produce a lot of oil, for example, Saudia Arabia and Kuwait, are considered high income countries. However, they are some of the most backward and underdeveloped economies in every sector except for oil.
all developed countries are highly industrialized ..

but there are countires that are highly rich but not that much developed on industrial front . eg. oil producing (many countries in the middle east) mineral producing (some countires in the African continent known for biggest ores of diamonds, Australia too)
none. it cant be called developed if underindustialized.
