what were the effects of structural adjustment programmes on african countries in the 1980s

It is difficult to assess the structural adjustment programmes on the African countries in the 1980s becuase you would have to compare them to the 1970's amd the 1990's.

In the 1990s the AIDS epidemic began killing too many people and spreading too widely in Afica to assess the changes that were thought ot come in the 1980s.

So basically, the plans failed not due to a bad plan, but due to bad timing.
