Clinton Economic Policy?

What was Clinton's basic economic policy? What did he do to produce a surplus and how much of the booming economy is because of his policy?

It depends on which economist you talk to, here are a couple of websites that will explain both points of view.

I tend to believe the Heritage foundation, the other website was put out by the Clinton Administration themselves.

Actually, in response to the previous answer, it's fair to say that the Clinton link may be bias towards his accomplishments.

But Given that the Heritage Foundation's stated mission is to "formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense", it's worth stating that their analysis will be bias in the opposite direction.

For this reason I'm just as skeptical with their conclusions.

Understanding that Clinton's administration polarized the right and left, can anyone provide a slightly more neutral source of analysis?
