How easy is it to remove wettable solutions like surfactants from printed circuit board substrates?

Answer:
Use WD-40 or Aerokroil
Any kind of soap is going to be very hard to get off if it has dried. Sometimes WD-40 will do the trick but your board has to be completely unpowered and all the capacitance discharged.
