Where is the best location for wetland area along a river?

if I want to propose some areas for wetland(for water treatment) along a river which is polluted with industrial and sewage, where are the best location for that? should it be on the river or in the shoreline? can you please suggest me some refrences?

Answer:
If you can find an old (dry) oxbow, put the wetland there. The best places to put wetlands are where wetlands used to exist.

Otherwise, the flattest area you can find is good. I'm sure that the main concern will be the price of the land you are proposing to place the wetland in.
